Illinois's FY2027 budget includes:
• $748 million for the Early Childhood Block Grant
• $200 million in Smart Start Workforce Compensation Grants
• an additional $55 million for the Child Care Assistance Program (CCAP), serving up to 155,000 children
Licensing and CCAP move to the new Illinois Department of Early Childhood in FY2027. Illinois Action for Children notes center-based CCAP rates have not increased in more than five years. A center that depends heavily on subsidized enrollment therefore needs a stress-tested revenue model.
What our Illinois study tests
- licensed-capacity supply vs. child population
- private-pay vs. CCAP enrollment mix
- staffing ratios and wage assumptions
- Smart Start grant treatment (appropriation risk)
- DSCR at a realistic enrollment ramp.
